-Now, go to Filter ) Filter Gallery. -Then, go to the "Artistic" section, and click on Paper Edges. Once you've found where it is located, play around with the effect until you are happy with your finished product, then click OK.

If you are wanting only a certain section to have the effect, use the magic wand tool, and hold down shift while selecting the parts you wish to get effected.

You may notice some images work and look better when they are bold-ed then others, so just play around and find the right image.
